“Green Transformation of SMEs” & “Green Productive Investment of SMEs”

The Ministry of Development and Investments pre-published the actions “Green transformation of SMEs” and “Green productive investment of SMEs”, which aim to upgrade small and medium enterprises, aiming at the development of modern technologies and upgrading of manufactured products, through the use of best practices.CONDITIONS OF PARTICIPATIONAll small and medium-sized enterprises that have at least one (1) closed management year will have the right to submit, with terms and conditions that will be determined by Ministerial Decision and in selected activity codes (KAD).AID RATE – INVESTMENT PROJECTS BUDGETThe program includes two actions:Action 1 “Green Transformation” which concerns companies with an eligible budget of between 200,000 and 1 million Euros, where eligible are the entities that have three (3) EMEs in the year before submission of the affiliation request. The maximum aid limit is set at 500,000 Euros, unless the De Minimis financing scheme is chosen, where the total aid received by the investment body in the last three years does not exceed 200,000 Euros. In this case, the aid amounts to 40% of the total eligible budget, while an additional aid of 10% is provided, as long as green transition costs are foreseen, at least 20% of the aided costs.With the selection of the G.A.K. aid scheme and for SMEs, in all Regions the aid amounts from 25% to 45%, depending on the expenditure category.Action 2 “Green SME productive investment” with a subsidized budget from 30,000 to 200,000 Euros, where eligible are the entities that have two (2) SME’s in the year prior to the submission of the affiliation request and for which the De Minimis rule applies (total aid 200,000 Euro of the last three years governed by the rule).The aid intensity will amount to 40% of the total eligible budget, while an additional aid of 10% will be provided, as long as green transition costs are foreseen and certified, at least at a rate of 20% of the aided investment cost.The subsidized budget of the actions may not exceed twice the highest turnover of one of the last three closed management years.ELIGIBLE EXPENDITURE – IMPLEMENTATION SCHEDULEEligible are the expenses that will be incurred after the submission of the funding request, depending on the action that will be chosen and relate to:Buildings, facilities, landscaping, with the aim of improving energy efficiency, up to 40% of the budget for both actions Supply and installation of modern production and other equipment, as well as machinery Supply of equipment to improve energy efficiency (green), save energy and produce energy from RES for self-consumption. Also eligible are expenses for the acquisition of equipment related to the circular economy (expenses to reduce the dependence of businesses on non-renewable resources and critical raw materials, while reducing costs and increasing jobs). Supply of standardization equipment – production process compliance Costs of certification of products, services, processes and packaging design (branding) Salary costs of newly hired staff Costs of technical studies related to the categories of buildings and equipment Costs of digital projection and extroversion Costs of acquisition of means of transport mandatory electric up to 50,000 Euros Costs participation in trade fairs Expenditures for management consulting services and monitoring the implementation of the approved investment plan The above-mentioned categories as individual expenses, show variations in terms of their maximum percentages on the eligible budget and depending on the selected aid regime (De Minimis or General Exemption Regulation) .Please note that the submission of a funding application is allowed either in Action 1 “Green Transformation of SMEs”, or in Action 2 “Green Productive Investment of SMEs”.F.P.A. it is not an eligible expenditure. The duration of the implementation of the investment plans will amount to 24 months from the issuance of the approval decision, while the start and end dates of the submissions will be determined in the next period of time with the official announcement of the program’s actions.
